Formerly known as Hai Phong Industrial College, the institution was established and renamed Hai Phong Technical College under the decision of the Minister of Labor, Invalids, and Social Affairs after merging with Hai Phong Community College and Hai Phong Construction College.

The Institution offers multi-disciplinary vocational training programs at three levels: College, intermediate, and elementary, specializing in three major fields: industrial engineering, construction, and economics.
